The School Teachers’ Pay and Conditions Document 2016 was released in August and provides advice for maintained schools and local authorities, although it is our experience that most Academies continue also to follow the statutory requirements outlined within it. Over the Summer break we have drafted a model school pay policy and template pay statements for our client schools to download. The main change to the 2015 document is the 1% pay award in line with the recommendations in the STRB’s 26th Report. Be aware that the 1% is not automatically applied across the board, here are the stipulations:
i) From the 1st September 2016, a 1% uplift has been applied to the statutory minima and maxima of all pay ranges in the national pay framework, including allowances. This Document reflects these new ranges.
ii) Where a classroom teacher/leadership group member is paid on the minimum of their pay range/band, their salary – excluding any allowances – must be uplifted to the new minimum.
iii) For all other classroom teachers/leadership group members, schools must determine – in accordance with their own pay policy –how to take account of the uplift to the national framework in making individual pay progression decisions.
The key decision for schools is to determine how the above will be applied and local authorities will most likely make collective local agreements with trade unions. For all schools who are in a position to make their own pay decisions, if you adopt the STPCD following TUPE transfer or as a general rule, for all teachers you’ll have to apply the increase to the minima and maxima…. but what about those staff on the points in between? It would seem sensible to apply 1% across the board but this ultimately is the school’s decision. At Fusion we’ve offered two options within our model pay policy but as long as the above is applied as a statutory minimum it’s in your hands. We’ve updated our model pay statements which need to be issued to all teaching staff before the 31 October 2016.
Our model policy is appropriate for all staff and again any local pay agreements will need to be included by the school to reflect such arrangements.
